Design Committee Minutes

Attending: Paul Monette (Chair), Mark Stewart, Frank Knoll, Rick Woodward, Bob Kelley

I.                    The AIA R/UDAT is a comprehensive unified plan that will address the strengths, weaknesses, opportunities and challenges of Newport City ’s downtown area. It will address the downtown area as well as the waterfront development and the area between 2nd Street and Central Street .

II.                 In preparation for the charrette and other reports the committee discussed: maps that would be addressed (locus map, circles of influence and zoning); projects ‘in progress (courthouse rehab, welcome center, Gilman Housing Trust housing project, Passumpsic Savings Bank construction project, big box development in Derby, hospital expansion, career center construction).

III.               We need a housing inventory for the Main Street area

IV.              Update on Design Review Board process: Public hearing on October 1st; takes effect on October 22nd

V.                 Parking: address signs, lighting and safety
- crosswalks (stop, wave, cross?)
- parking areas need to be clean, well-lit and have obvious & appropriate signage
- Lighting: $250K over 3 years to upgrade 48 lamps to lumec lights (need details from Frank Knoll re Green Mountain Electric price)
- reverse angle parking on Main Street ; is it legal?
- jurors park in the lower lot?
- reserved parking for city employees
